Aggression of any kind is based in fear. In order to teach your dog a better way to deal with his fear you will need to find something to distract your dog. For most dogs this is some kind of food. The food needs to be very good. Good enough that your dog will stop anything for that food. Boiled chicken, dried liver, carrots, squash, are all foods that my students have used with their dogs. Now when your dog is around a dog that causes him to be aggressive you are going to use the food to take his attention off of the other dog. If your dog ignores the food you are to close to the other dog and you need to back up until your dog will take food from you. What you are teaching your dog is that scary things (the other dog) brings good food. This over time and repetition will help your dog to overcome his fear of other dogs.
